After spending most of his early career in local education authorities and as a Training Standards Inspector with the then Manpower Services Commission, John Atkins switched to consultancy – initially with PricewaterhouseCoopers, then with KPMG (where he was Director of the FE and HE practice) before he completed an MBA and then formed his own business in 2000. John has worked with David Lucas since the late 1980s and with David Carter since the mid-1990s. He has been part of acl since 2006. | ||
David Carter is one of the two co-founders of acl consulting. His career includes time spent teaching in schools and lecturing in FE and HE. He has also been a civil servant (with the Department for Education). Since 1992, David has worked as a consultant for clients in the post-16 education and training sector. | ||
David Lucas has been an education consultant for over 20 years, working primarily in the post-statutory end of the sector, initially (after completing an MBA) as a sub-contractor of PwC and, following his co-founding of acl in 1999, primarily on projects commissioned under the acl logo. David has been responsible for securing and managing our Framework Contracts with the Learning and Skills Council, and more recently with the Department for Business, Innovation and Skills. | ||

Qa Research is an independent full-service social and market research agency which has provided insight to organisations throughout the UK since 1989. We frequently partner with Qa for assignments involving surveys or large scale interview programmes.

Louise Hale is qualified in post-16 education (PGCE), holds an MBA, and has over 20 years experience of working in education, training and employment. She has a proven track record of developing successful projects for public and third sector clients and of working with European, national and regional funding programmes and initiatives. She has also carried out a number of project evaluation studies.
Prior to becoming a consultant Louise was a Training and Enterprise Council Director and also held management roles in local government, higher education and a national charity. |

Paul Holme is non executive Chair of the North West Provider Network Board ensuring strategic links between government policy and delivery of education and training. In addition, he also provides support to Greater Manchester Chamber of Commerce on skills related issues and to the British Chamber of Commerce.
Prior to becoming a consultant Paul was acting National Director of Skills for the Learning and Skills Council. During his career he worked for the Agency and its predecessors and also for the Department for Education and Skills as a Divisional Manager with responsibility for Training and Enterprise Councils and Careers Service operations policy. Earlier in his career Paul worked in Government Offices and Job Centres. | ||
